SMOC Discussions Now on Website

At the 2007 Charlotte meeting of the SMOC, it was the consensus of those attending that discussions on issues of concern to SMOC members should take place on the website, rather than having members being inundated with multiple email messages.

NAB Charlotte Radio Show SMOC Meeting

Ron Davis, our chair has arranged for our SMOC meeting at the NAB Radio Show in Charlotte to be Thursday, September 27, 2007 at 12:30 in room 213A.

One of the discussion topics will be how we can better communicate with each other.

Please also bring your top five issues, and also post them on the "Discussion" comments link on the left, so we can get an idea of the direction we need to be focused on.

You Asked for IT

You asked for it, you got it!

Small and medium market station managers asked NAB for nuts and bolts session information at NAB2007 about HD Radio and how to take advantage of new technologies. Two half-day workshops on HD will focus on licensing requirements, equipment needs, financial help, programming options, marketing tips and revenue opportunities. Sessions also will be presented on building a podcast and your next generation web site. All session presenters and panelists will prepare “leave behinds” so managers can take information back to station staff for follow up. If that isn’t enough, the Radio Advertising Bureau will present sales/marketing sessions. HD Radio Tours – Sign Up Now!

Station operators who are in the process of or are planning to add HD signals and multicast channels will be interested in the HD Radio tours taking place in the Radio/Pro Audio Exhibit Hall on April 16, 4:30 – 6:00 P.M. See everything from transmitters to antennas to digital studio equipment... everything needed for a complete build out. Tours will be open to NAB2007 full conference registrants only. NAB Radio Show - Dallas

The SMOC will be meeting in Dallas on thursday afternoon in the Sapphire Room at the Hilton Anatole from 4:30 to 6:00.

Jane Mago and Gunther Meisse will update us on FM translators for AM stations. We should have a lot to talk about.

We are waiting for Steve Newberry to confirm if Robert Struble or someone from iBiquity will be joining us to discuss Digital radio in small markets.

Since we have such a short window for this meeting I thought we can spend more time in open discussion. Bring your questions, ideas and solutions.

SMOC Meeting at NAB2006

Ron Davis, the Chair of the Small Market Operators Caucus, has announced the next meeting of the SMOC.

The next meeting of the SMOC is scheduled during NAB2006 Las Vegas in Room N-236 at the convention center on Monday April 24th at noon.

Ron asks if you would let him and other caucus members know whether you have any ideas for topics you would like to cover or see covered at this April 24th meeting. Steve Newberry opened the meeting with a mention of the minutes, which were available in writing for anyone to view. There was a motion and a second to approve the minutes.

There was a brief discussion about the possibility that people on the listserve are not receiving emails due to filters they have to keep out spam.

There was a discussion on IBOC and the fact that small market broadcasters are at a disadvantage when it comes to fees. Ibiquity has agreed that it will not offer preferred fees to anyone. So, based on that you need to make your decision on IBOC based on the economic model that is presented now. There was discussion that small market was NOT invited to the table with Ibiquity to be part of the rollout.

There was discussion on the IBOC rollout and the lack of receivers for additional channels. What economic model will make that work? There are two ways to build out digital. Use an auxiliary antenna in addition to main with a smaller cable run, you can do that for about $40,000.00. How can we get financed for build outs?

Discussion on what to do with the auxiliary channel? Large market is blazing the trail. Car manufacturers, are they ready? It’s a timing issue for us. We don’t have to be the pioneers, but we can’t be last. Discussion on RBDS streaming. Maybe we can lead the way with RBDS selling advertising. You can put your call letters up for $300.00.

At the meeting in April at the NAB show there was concern raised that the SMOC Chair was an NAB board member. Although Steve feels that should not be a prohibition to being the SMOC chair, he has decided to step aside and has asked Ron Davis, General Manager of KBOW/KOPR Butte, Montana to take the reins of the organization. Steve addressed the group with some parting comments.

Mark Levy from the RAB made a short presentation on new products they are offering. Including a flex rate, rate class pricing system, and the RAB Ez Auction.

Ron Davis closed out the meeting, thanking Steve Newberry for starting the organization. Ron encouraged those in attendance to speak to other operators about SMOC. He noted that we don’t want to become a lobbying force or a legal enterprise. Since email is hard to keep up on, he suggested that we keep topics relevant to the group, and personal emails should be kept off the list.

Ron noted that the small market broadcasters made a difference with LPFM, with deadlines and comments. Other comments included the NAB’s involvement to get information, input and involvement from SMOC.

Finally, Steve Newberry commented that he is chairing the RAB Show. The show will not be held in New Orleans in February, but is tentatively scheduled for Dallas. New location, time and dates to be announced. SMOC members will receive an additional $50.00 discount to the RAB show. This is in addition to the early bird discount.

A Year In Review for SMOC

Our next meeting will be held on Monday, April 18th in rooms N239/N241 at the Las Vegas Convention Center. We will begin at 12 noon.

It was our original intent that SMOC operate as a caucus where small market broadcasters could come together to discuss issues as warranted. We're a very diverse group, but when united, we can certainly make a lot of noise.

Our intentions were never that the organization be a formal entity where dues are charged or membership is required. I think we've got several very good organizations that serve that role. NAB, The Idea Bank and RAB are three that immediately come to mind. As the name implies, it was only intended to be a caucus, or gathering of folks with similar interests.

However, it was established in a manner that any member could post to the smoc@smallmarket.org e-mail address and immediately reach small market broadcasters across the country. Those issues could be discussed in a manner like the 3rd adjacency/LPFM/translator topic has been discussed today.

Those types of discussions, along with two gatherings each year at the NAB Spring Show and the NAB Radio Show, were the extent of our intentions.

When an issue is "hot" we can mobilize very rapidly and give feedback from the small market operators to the appropriate organization immediately. If there has been inactivity on the SMOC e-mails, it has been because no member has chosen to post anything. It is not something that I have tried to prompt or edit.

As I outlined in Las Vegas last year when I became Chair, I saw my role as a facilitator and participant, but not one driving a particular agenda. As a result, I have intentionally tried to let the organization find its own way.

I've avoided sending out e-mails unless particular action was needed. Many of those participating initially raised concerns about being glutted with e-mails from SMOC, and I didn't want SMOC to become another contributor to the clutter of somebody's e-mail.

I'm glad the caucus has passed its first anniversary, and I think we've been able to have a significant impact on the limited number of issues we've addressed. We need diversity of views and approaches as we move forward. Thanks for your interest.
